The annual meeting of the EURAMET Technical Committee for Thermometry, TS-T was held on 1st and 2nd of September 2020 via video link. The DMDM representative at the meeting was Mrs. Slavica Simić, TS-T contact person and Head of Group for thermometry. The meeting was also attended by Dr. Nenad Milošević on behalf of the Laboratory for Thermotechnics and Energy, INN Vinča as holder of national standards in subfield of thermophysical quantities.
The status of current projects within the EMPIR program, especially the current European Metrology Networks (EMN), as well as the possibility of participating in a new development program called the European Metrology Partnership were discussed at the meeting. Also, the results of key and complementary projects, statuses of reported measurement capabilities (CMC), guides for acceptable measurements and other technical issues related to thermometry were presented.

The representative of the Directorate of Measures and Precious Metals Snežana Renovica, Head of Section for electrical quantities, time and frequency actively participated in EURAMET Technical Committee for Time and Frequency (EURAMET TC-TF). Meeting took place online by video link on the 1st and 8th of July 2020.
The meeting was organized by the National Metrology Institute of the Federal Republic of Germany. EURAMET TC-TF meeting was attended by 30 eminent experts, representatives of national metrology institutes (NMI), and designated laboratories from the most of European countries.

On August 18, 2020, the International Bureau of Weights and Measures (BIPM) published new Calibration and Measuring Capabilities (CMCs) of Directorate of Measures and Precious Metals in the field of Thermometry and sub-field of Thermometry within new KCDB 2.0. database.
Measuring and calibration capabilities of resistance and digital thermometers have been extended for the temperature of liquid nitrogen -196 °C. FOTO KONKURS

Direkcija za mere i dragocene metale ( u daljem tekstu DMDM) organizuje Foto konkurs sa temom:„Oseti metrologiju“.

Metrologija kao nauka o merenjima prisutna je u svim oblastima ljudskog delovanja. Ona se bavi mernim jedinicama i njihovim etalonima, merilima i merenjima i obuhvata sve teorijske i praktične probleme koji se odnose na merenja.

Učestvujete na konkursu slanjem svojih autorskih fotografija, na email DMDM: This email address is being protected from spambots. You need JavaScript enabled to view it. sa svojim podacima (ime i prezime, kontakt telefon, email) i naznakom "ZA FOTO KONKURS".

Fotografije se dostavljaju u JPEG formatu sa minimalnom rezolucijom od 10 megapiksela.

Izbor najboljih fotografija obaviće žiri DMDM na osnovu glavnih kriterijuma konkursa: autentičnost, relevantnost na zadatu temu, estetski kvalitet i drugih kriterijuma po izboru žirija.

Konkurs je otvoren od 28. avgusta i trajaće do 1. novembra 2020.

Objavljivanje izabranih fotografija obaviće se 16. novembra 2020. godine.

Autore 12 izabranih fotografija nagradićemo „metrološkim“ paketom. Nagrađene fotografije će biti objavljene 16. novembra 2020.godine na sajtu www.dmdm.gov.rs, kao i na profilima DMDM na društvenim mrežama: Facebook, Instagram, Linkedin i Twitter.

DMDM ima pravo na korišcenje fotografija pristiglih na konkurs za promociju metrologije u bilo kojem obliku i u bilo kojem mediju. Pri tome će DMDM nastojati da navede ime autora, ali ne odgovara ukoliko to uredništvo drugog medija ne učini. Pri ovakvom korišcenju DMDM se oslobađa od bilo kakvih potraživanja od strane autora fotografija na konkursu.

1. Calibration of the voltage measuring transformer standard
All interested laboratories that want to participate in the aforementioned comparison, PT-scheme, can express their intention sending email to This email address is being protected from spambots. Participating laboratories will bear the costs of inter-laboratory comparison and the costs of transporting objects of calibration. Laboratories are required to provide transportation to the following participating laboratory, under the comparison technical protocol.
DMDM, as a pilot laboratory, after collecting applications, will submit a technical protocol to all participants in the comparison.
Depending on the number of interested laboratories, DMDM will subsequently determine the start date for the above activity.
Costs to be paid on account of DMDM for comparison purposes will amount to 33,600.00 RSD.

In the “Official Gazette of RS” No. 104/20 of July 31, 2020 Rulebook on criteria determination of the amount of costs for verification of measuring instruments was published.

In the “Official Gazette of RS” No. 92/20 of June 29, 2020 Rulebooks on measuring instruments that are components of medical devices were published.

In the “Official Gazette of RS” No. 93/20 of June 25, 2020 Rulebook on Amendments to the Rulebook on measuring instrument types that are subject to legal control was published. .

Convention on the Control and Marking of Articles of Precious Metals with Annexes I and II entered into force for the Republic of Serbia on June 24, 2020, making the Republic of Serbia a full member of this Convention.

The preconditions for achieving full membership of the Republic of Serbia in the Convention were created by adoption of the Law on Ratification of the Convention on the Control and Marking of Articles of Precious Metal with Annexes I and II ("Official Gazette of RS - International Agreements", No. 4/20) of March 5, 2020, which entered into force on March 13, 2020.

Directorate of Measures and Precious Metals conducts testing and calibration activities, maintaining and improving partially accredited and partially self-declared Management system in accordance with the requirements of the standard SRPS ISO/IEC 17025.
In the third cycle of accreditation, the Accreditation Body of Serbia confirmed the compliance of testing and calibration activities of Directorate, with the requirements of the standard SRPS ISO/IEC 17025: 2017.

May 20 is World Metrology Day, commemorating the anniversary of the signing of the Metre Convention in 1875. This treaty provides the basis for a worldwide coherent measurement system that underpins scientific discovery and innovation, industrial manufacturing and international trade, as well as the improvement of the quality of life and the protection of the global environment.
The theme for World Metrology Day 2020 is Measurements for global trade. This theme was chosen to create awareness of the important role measurement plays in facilitating fair global trade; ensuring products meet standards and regulations, and satisfying customer quality expectations.
Across the world, national metrology institutes continually advance measurement science by developing and validating new measurement techniques at the necessary level of sophistication. The national metrology institutes participate in measurement comparisons coordinated by the Bureau International des Poids et Mesures (BIPM) to ensure the reliability of measurement results worldwide.
The International Organization of Legal Metrology (OIML) develops International Recommendations, which aim to align and harmonize requirements worldwide in many fields. The OIML also operates the OIML Certification System (OIML-CS) which facilitates international acceptance and global trade of regulated measuring instruments.
These international metrology systems provide the necessary assurance and confidence that measurements are accurate, providing a sound basis for global trade today and helping us to prepare for the challenges of tomorrow.

In the “Official Gazette of RS” No. 44/20 of March 27, 2020 Rulebook on measuring systems for compressed gas fuels for vehicles. This Rulebook enters into force on April 4, 2020.

On the basis of the Law on calculation of time (”Official Gazette” No. 20/06) daylight saving time in 2020 begins on March 29, 2020 at 2 h, 00 min, 00 s, so that, by moving forward by one hour, time at 2 h, 00 min, 00 s, is calculated as 3 h, 00 min, 00 s.

Law on confirmation of the Convention on the Control and Marking of Articles of Precious Metals with annexes I and II was published in “Official Gazette of RS – International treaties”, No. 4/20 from March 5, 2020 and will enter into force on March 13, 2020.
The enactment of this law created the preconditions for the full membership of the Republic of Serbia in the Convention on the Control and Marking of Articles of Precious Metals (hereinafter: the Convention).
The Convention is a multilateral international treaty concluded to date by 20 states and in which RS as an applicant state currently has observer status.
The full membership of the Republic of Serbia in the Convention will contribute to the reduction of the cost of exporting precious metal articles, as there will be no obligation for additional testing and/or hallmarking abroad for items marked with the CCM (Common Control Mark) stamp in the Directorate of Measures and Precious Metals. This increases the competitiveness of domestic producers of precious metal articles on the foreign market, which is of particular importance, given that this activity is predominantly performed by micro and small enterprises in the Republic of Serbia.
The acquisition of full membership of RS in the Convention will enable precious metal articles that are marked with the Convention mark and which have the prescribed degree of fineness, can be placed on the market of the Republic of Serbia without further testing or marking.

The representative of Directorate of Measures and Precious Metals, Mr. Boban Zarkov, metrologist for optical quantities, Group for dimensional quantities and acoustics, actively participated in work of EURAMET Technical Committee for Photometry and Radiometry in Chisinau, Moldova from January 27 to February 1, 2020.
The meeting was organized by the National Metrology Institute of Moldova. The meeting was attended by 19 participants from national metrology institutes as well as 11 guests from institutions actively participating in the work of EURAMET.

The representative of the Directorate for Measures and Precious Metals, Ms. Jelena Bebic, Head of Group for Metrology in Chemistry, from February 5 to 7, 2020, actively participated in work of the EURAMET Technical Committee on Metrology in Chemistry (EURAMET TC-MC) as well as at the subcommittee meeting for organic and bio and gas analysis in Bern, Switzerland.
The EURAMET TC-MC meeting was attended by over 60 eminent experts, representatives of the National Metrology Institutes (NMI) and designated laboratories from most European countries.

In the „Official Gezette of RS“ No. 13/20 of February 14, 2020 Rulebook on measuring instruments for measuring brake force for motor vehicles was published. The rulebook shall enter into force on February 22, 2020.

In the „Official Gezette of RS“ No. 96/19 of December 31, 2019 Rulebook on Protein measuring instruments for cereal grains and oilseeds was published. The rulebook entered into force on January 8, 2020.
This Rulebook prescribes requirements for analyzers for measuring protein content in cereals grains and oilseeds, labeling of these measuring instruments, documentation, method of determination of the metrological requirements for these measuring instruments, measurement methods, method of type approval, as well as the manner and conditions of verification of these measuring instruments.
