1. Where can a list of approved types of measures be found?

2. What are the requirements for getting the certificate of approval for the type of measuring instrument? 
It is required to:
  1. Fill out the request for obtaining the certificate of approval for the type of measuring instrument on the company's memorandum or the form of the Directorate
  2. pay an administrative fee (information  011 20 24 415),
  3. bring a sample of the instruments, in agreement with the authorized metrologist from the Directorate,
  4. along with the request, provide technical and other required documentation,
  5. pay the cost for the approval of the type of meter, based on the payment order you will receive from the Directorate.
 
3. Who (and in what way) can submit the request for getting the approval of the type of measuring instrument? 
According to the Law on Metrology (”Official Gazette of RS”, number 15/2016), a submitter of the requests for the approval of the type of measuring instrument can be an authorized importer or an authorized distributor of a foreign meter manufacturer, or a domestic meter manufacturer.

In cases where there is an EC certificate on the approval/examination for the type of measuring instruments, the procedure for issuing a national type-approval certificate has been simplified. 
Types of measuring instruments for which the type approval or type-examination certificate are issued, are listed and marked with a star symbol (*) in the table in article 2 of the Rulebook on types of measuring instruments that are subjected to legal control („Official Gazette of RS”, 37/21 and 84/22). For other types of measuring instruments, the type approval can not be issued.
 
4. Can a foreign meter manufacturer submit a request for type approval? 
According to metrology law ("Official Gazette of RS”, 15/2016), only an authorized distributor of a foreign meter manufacturer (authorized importer) in the Republic of Serbia can submit the request for the national type of measuring instruments approval. Your authorized representative submits the request to the Directorate for measures and precious metals by information on our website: Type approval
All communication related to the type of measuring instruments approval is done with Your official representative, and not directly with a foreign meter manufacturer. The type of measuring instruments approval certificate is also issued to Your official representative.

5. Where are the standards being calibrated? 
Standards are being calibrated in the Directorate for measures and precious metals, Mike Alasa 14, Belgrade. Measurement capabilities of the directorate can be found in the Catalog of services
 
6. What is a reference standard? 

A reference standard is a standard that has the highest metrological quality available in the stated place or organization where measuring is taking place (International Dictionary of Basic and General Terms in Metrology, Federal Institute for Measures and Precious Metals, 1996, Belgrade)

 
7. How should measuring instruments be marked in order to comply with metrological regulations? 
A measuring instrument is being put to use (market, utilization, and such) only if it has met necessary metrological requirements during the inspection and if:
  • if it has been stamped properly,
  • it has been certified with a measuring verification, or
  • with the type of instruments approval or 
  • it has been certified with a certificate of conformity by the appointed conformity evaluation personnel.
 
8. How can the date of verification be read from the stamp and what is the duration of verification? 
The stamp expires by the end of the calendar year in which the necessary verification process must be done, except with measuring instruments that have a yearly stamp in the form of a label of quartals for which the stamp expires on the last day of the labeled quartal. 
For example: scales with non-automatic functioning with the capacity of 9 kgs, have a verification period of two years. If the inspection and verification have been completed on 15.06.2008. scale is stamped with a label that contains 2 digits of the year 10 and perforated second quartal, which looks like this

which means that the measuring instrument is valid until 30.06.2010
 
9. How to report if there are doubts about the validity of the measuring instrument? 

The Directorate for measures and precious metals does an exceptional review of the measuring instruments that are in working order. It is necessary to submit a request for an exceptional review of the measuring instruments that are in working order. Request can be submitted in the offices in the following locations

With the request it is required to also submit the proof of paid administrative fee:

Reference number: this number is different depending on the place of residence of the submitter and is determined by the Addendum 3 of the rulebook on terms and manners of managing the account for payment of public revenues and allocating funds from those accounts („ Official Gazette of RS”, numbers 16/16, 49/16, 107/16, 46/17 and 114/17). 

After that employees from the certification, department contact the party in regards to the payment fee of processing an exceptional review of the measuring instruments in working order and issue a warrant with necessary payment instructions.
The fee for the review of instruments for measuring electricity and water meters costs 4.380,00 rds. If it turns out that the measuring instrument is out of order, payment of the fee is refunded.
 
10. In what manner can the professional opinion of the Directorate for measures and precious metals be obtained? 
Request for a professional opinion can be submitted at the address of the Directorate for measures and precious metals, Mike Alasa 14, 11000 Belgrade. A payment of Republic administrative tax. for issuing the opinion is required. All information can be found on the page  Fees and charges.
